We call this "...I am so glad I saw your post! We call this "TTQA" -- Turn The Question Around. Kids have to remove the question words from the question and use the rest of the question to begin their answer. We practice it A LOT at the beginning of the year and after awhile, all I have to say is "TTQA" and they know what that means. All tests are required to be answered TTQA or they have to be fixed. I even overheard our fifth grade teachers saying the same thing to their classes so it seems to be sticking. Great ideas!
